The auto resize problem for Windows Guests went away. Uninstalled the 4.2.12 guest additions, rebooted and installed 4.2.10 Guest Additions on all my Windows Guests.
The problem with Windows guests auto-resize problem started with 4.2.12 Guest Additions. I think the above question at the website you have linked is mistaken. When I get more info, I will open a new bug instead of continuing to speculate here. It seems to be new sometime since Nov 2012. It appears to have to do with having a new VM, or a clone of an existing one.
